【摘要】:TheEco-RBCAprocesspresentedinthisguideisastreamlineddecision-makingprocessforimplementingcorrectiveactionprotectiveofecologicalresourcesatchemicalreleasesitesinaconsistentmanner.Eco-RBCAprovidesaframeworkforsitesnotcoveredunderregulatoryprograms,forsitesunderregulatoryprogramsthatlackguidance,orforsitesunderprogramswithguidancethatlackdetail.Eco-RBCAmayalsoprovideausefulframeworktohelpmergeanapproachwhenmultipleregulatoryprogramsapply.Ecologicalriskassessmentisascience-basedprocessthatcanbeusedtoprovideinsightforriskmanagementdecision-making.NumerousfederalandstateprogramshaveguidanceforconductingERA.AvailableregulatoryapproachestoERAwerereviewedinpreparationforthedevelopmentofthisEco-RBCAguide.Eco-RBCAwasdesignedtobeadaptabletotheuseofavarietyofmethodsforconsideringriskstorelevantecologicalreceptorsandhabitats.Someattributesofthestandardare:Useofatieredapproach,includingprocessflowchartstoidentifycriticalstepsandfacilitatethedevelopmentofanoverviewoftheentireprocess;Identification,development,anduseofTPDsfromStep1andthroughouttheentireEco-RBCAprocess;Indicationsofthevalueandtimingofstakeholderinvolvement,recognizingthatsomeregulationsrequirecoordinationwithfederal,state,tribal,andnatural-resourcetrustees,andotherstakeholders;IdentificationofsituationsunderwhichanERAmayormaynotbenecessary;andIdentificationofdecisionpointswhereERAresultsareusedforriskmanagementdecisionmaking.Activitiesdescribedinthisguideshouldinvolvepersonswiththeappropriateskillsandexpertise.Theusermayrelyonindividualsexpertinremediationscienceandtechnology,ecology/biology,ecotoxicology,ERApractices,andsitecharacterizationtechniques.ThisguideandsupportingappendicesprovideexamplesandtechnicalsupportfortheproperapplicationoftheEco-RBCAprocess.TheusershouldavoidinappropriateactionsoruseofEco-RBCAsuchas:PrescribingTier1RESCaspresumptiveremediationcleanupgoalsratherthanasscreeningcriteriaor,whenappropriate,assite-specificremediationcleanupgoals;LimitingtheuseoftheEco-RBCAprocesstoTier1evaluationonlyandnotcontinuingwithTier2orTier3evaluationsforsiteswherefurthertieredevaluationisappropriate;Placingarbitrarytimeconstraintsonthecorrectiveactionprocessthatdonotreflecttheactualurgencyandriskposedbythesite;UsingEco-RBCAonlyatsiteswhereactiveremedialactionisnottechnicallyfeasible;Initiatingremedialaction(s)beforedeterminingapplicablecorrectiveactiongoals;Limitingoptionstoasingleclassofremedialactionforallsites;Usingunjustifiedorinappropriateexposurefactors;Usingunjustifiedorinappropriatetoxicityparameters;Usingmodelingthatisnotsupportedbytheavailabledataorknowledgeofsiteconditions;Usingmeasurementorassessmentendpointsthatareambiguousorinsufficientlydefined;Drawingconclusionsthatarenotsupportedbyavailabledata;Failingtomonitortheeffectivenessofengineeringorinstitutionalcontrols;UsinganinterimremedialactionnottoreduceriskbutsolelytodelaytheEco-RBCAprocess;Failingtoconsiderthelong-termeffectiveness,reliability,andriskstorelevantecologicalreceptorsandhabitatsofpotentialremedialactionoptions;or,Continuingmonitoringorremedialactionatsitesthathaveachievedremedialactiongoals(unlessmonitoringisspecificallyrequiredforanengineeringorinstitutionalcontrolorotherregulatoryrequirements).1.1Thisisaguidetorisk-basedcorrectiveactionfortheprotectionofecologicalresou......
